To mark the Centenary of the First World War the Commonwealth War Graves Commission (CWGC) and the First World War Centenary Partnership Program declared their wish to develop their cooperation through a framework-agreement signed on Tuesday 19 February  2013 at the organisation’s headquarters, in Maidenhead, on the fringes of the second work seminar held for the two organisations.

This framework-agreement covers four areas of cooperation: organisation of the major commemorative ceremonies in France, information, communication and cultural initiatives, educational cooperation and remembrance tourism. It is aimed at encouraging the exchange of information between the two organisations and of facilitating the work of the CWGC in France, where the organisation will be very active during the four years of the Centenary.

Cooperation in respect of the preparation of the major commemorative ceremonies in France

The CWGC which is responsible for managing numerous memorials and military cemeteries in France, will be taking a leading role in the organisation of the numerous commemorative ceremonies which will be organised in France during the Centenary, by the countries of the Commonwealth. The Centenary Partnership Program will assist in the liaison work between the CWGC and the local authorities from the different départements and regions concerned, by offering pro-active assistance notably to the Centenary  Département Committees, to whose meetings the CWGC will be invited. Furthermore in conjunction with the departments of the Ministry of Defence (Department for the remembrance, heritage and archives) the focus will be particularly on the preparations for the commemoration, in July 2016, of the battle of the Somme, by means of a dedicated working group.

Cultural cooperation and digital development

The Centenary Partnership Program and the CWGC will unveil the initiatives of each partner on their respective Internet sites. The Centenary Partnership Program will notably showcase the Commission’s rich photographic collection on its website centenaire.org as well as its cultural productions to promote the work of the organisation. For its part, the CWGC will showcase on its Internet site the initiatives developed by the Centenary Partnership Program.

Development of educational initiatives around the places of remembrance administered by the CWGC in France

The CWGC and the Centenary Partnership Program will develop their cooperation in the field of education by encouraging visits by French and British schoolchildren to the military cemeteries which are administered by the Commission in France. The Centenary Partnership Program will suggest a number of educational activities to the French education authority relating to the memorial and historical heritage of the CWGC in France. Particular emphasis will be given to the British project to send eight thousand senior school children accompanied by a teacher to the Western Front.

Remembrance tourism

The Centenary Partnership Program will support the CWGC in its efforts to encourage tourists to visit its network of cemeteries in France. The Centenary Partnership Program will endeavour notably to strengthen the ties between the CWGC and local government and the members of the tourist industry so as to make sure that the remembrance sites administered by the CWGC are fully included in the remembrance and tourist circuits planned for the Centenary.
In order to monitor the progress of these different tasks, working meetings between the staff of the two organisations will be held at regular intervals.
